Departments of Medicaid and Mental Health.
Medicaid spending is the biggest issue in state budgets. Prepare together for
the upcoming decisions that will be made for Kansas. Learn about:
- National trends and other states’ plans for cost
containment;
- Kansas’ unique Medicaid/budget picture; and
- Analysis of policy positions through the perspective of
consumers, system stakeholders and key state legislators.

9:00 – 9:10: Welcome extended by Kansas Mental Health Coalition Chair
Dr. Stephen Feinstein. Time for attendees to greet one another, get coffee and
continental breakfast.
9:10 – 9:45: “In Our Own Voice” – A powerful consumer speakers’
presentation, interactive with video, on people with brain disorders: honest
dialogue on symptomatic dark days, diagnosis, denial/acceptance, treatment and
recovery.
9:45 – 10:45: “Navigating through the Storm: The Precarious Financial
Conditions of State Budgets and Implications for Mental Health Services” –
NAMI Director of States Policy Michael J. Fitzpatrick, MSW, former Maine
Legislator and national expert on Medicaid policy development and outcomes.
11:00 – 12:00: “The Kansas Medicaid Scenario: The History and the
Future” – Kansas Medical Policy and Medicaid Director Robert Day will
address specific Kansas trends and initiatives.
12:00 – 1:00: Luncheon provided for all attendees.
1:15 – 2:30: A Panel Forum will stimulate discussion reflective of the
morning’s presentations. State legislators, mental health providers, consumers
and voters as panel members will respond with questions they have and comment on
challenges/possibilities they see for the future. Moderated by Michael J.
Fitzpatrick.
