The Governor's Budget Needs Our Help!
Action Requested: Please call, write or email your State Representative and State Senator!
Governor Sebelius announced her 2004 Budget and restored many of the cuts to Kansas Social and Rehabilitation Services (SRS) that had been made! She took money from cities and counties and from Transportation and put it back into SRS programs and services. Unfortunately, the current cuts will still occur for the remainder of this fiscal year, until June 30th, 2003.
This Governor has put her priorities on us, the Kansas People, and we need to show our support!
Here's the problem: The legislature has to pass the budget. The House and Senate will separately work on a budget, using the Governor's budget as a starting point. Then they have to meet to agree on one budget, which then has to be signed by the Governor.
So we must convince the legislature to pass this budget. Times are tight, with many competing interests. It is up to us to convince them of the importance of our issues.
Some of the Restorations the Governor Proposed for the SRS budget:
- Restore HCBS Protected Income to $716
- Do not raise Level of Care score from 26 to 30
- Restore Home and Community Based Services (HCBS) Rates
- Senior Care Act
- HCBS Waiting Lists
- Restore Health Wave Benefits and Eligibility
- Restore Medicaid Coverage for Adult Vision and Audiology
- Restore Incontinence Supplies
- Return Child Care Eligibility to 185% FPL
- Child Welfare Community Service Funding
- Restore Early Head Start Grants
- Partially Restore Community Mental Health Center Aid
- Partially Restore Community Developmental Disability Organization Aid
- Provide Medicaid Coverage for Foster Children Aging Out
- Restore Social Security Advocacy Contracts for Children
- Restore Disability Advocacy Contract

Also get friends, family, neighbors and co-workers to call and write.
Ask your Senator and Representative to support the Governor's proposed budget, and restore funding to SRS.
Also remember to thank Governor Sebelius for her courage and for keeping her promises to us!
