Information For Consumers

Independence, Inc. - PASS program, provides payroll management services for eligible persons with disabilities desiring to direct their attendant services under the Kansas Medicaid Waiver Program.  Business management includes: preparation of semi-monthly payroll checks, filing state and federal taxes, federal and state unemployment insurance and worker's compensation coverage.

You as a consumer advertise for, hire, train and supervise your own attendants and have them complete time sheets which are sent to Independence, Inc. - PASS Program on a semi-monthly basis for processing.  Attendants are paid at an hourly rate of $7.00 to $8.50 per hour depending on waiver reimbursement rate.  The Independence Living Counselor/Case Manager (ILC/CM) will determine the number of hours per day or week you are eligible to employ your attendants. 

To determine eligibility, contact your local SRS office and speak with the Economic Assistance worker for the Physical Disabled Waiver (if you are under 65). Your Area Agency on Aging for the Frail Elderly Waiver (if you are 65 or older), and your Case Manager (if you are on the Head Injury or MRDD Waivers).  The ILC/CM then contacts Independence, Inc. which in turn contacts you to set up a time to meet and complete the necessary paperwork.

Information For Personal Care Attendants

The hours on your timesheets are paid based on the amount of hours allowed on the consumer’s Plan of Care. If the hours are allowed per month, that is how we will figure the timesheets (example: 56 hours per month, we will only pay a total of 56 hours from November 1 – November 30 for all PCA’s for that particular consumer. If the hours are allowed per week, (example: 18.25 hours per week means that we will only pay total of 18.25 hours for all PCA’s from Sunday – Saturday; October 30, 2005 – November 5,2005 and then 18.25 hours are authorized from November 6, 2005 – November 12, 2005). This should clarify a few questions as to why all hours that have been turned in are not payable under Medicaid guidelines.

Please make sure that you are signing your timesheets in the appropriate places. The consumer (the person that you are working for) should sign in the top right hand corner on both sides of the timesheet. The person performing the work (the Personal Care Attendant) should be filling out the portion of the timesheet immediately under the dates. The address and telephone number of the personal care attendant portion must be filled out or the timesheet will be returned. If you work for more than one consumer, feel free to copy the timesheets you receive in your checks each pay period. Do not alter the timesheets or use the same one from pay period to pay period.

Late or incomplete timesheets will result in not being paid on the scheduled payday.    No exceptions!

Your checks will not be issued until the next scheduled payday.
